Harbin High & New Technology Industrial Development Zone is located in Harbin, the capital city of Heilongjiang province. It was promoted to national level by the State Council in March 1991.
Its management agency was once merged with that of Harbin Economic and Technological Development Zone in December 2001 but they separated in November 2009. In 2016, the output value of the high and new development zone reached 9.92 billion yuan, a year-on-year increase of 9 percent.
Its total planning area is 23.9 square kilometers, of which the concentration area covers 19.7 square kilometers.
It boasts five major industry clusters of electronic information, optoelectronic equipment, biomedicine, new energy, and new materials.
