Harbin is attempting to tackle traffic congestion in the side roads neighboring Harbin Normal University night market and Heilongjiang University Snack Street, an issue that plagues the area at nighttime.
Harbin Normal University night market and Heilongjiang University Snack Street have great reputations thanks to their local food and items such as pots and pans, which attract a large number of tourists and Harbin residents to the area each evening.
Due to their location near the main road, traffic congestion in the area tends to last until late into the evening.
According to the new traffic rules, all taxis are prohibited from picking up and dropping off passengers in the side roads, except for in eight new drop off zones.
Meanwhile, a total of four temporary parking lots were set up at the exit of Harbin Normal University night market to accommodate taxis that need a longer waiting time.
Taxi drivers that violate the new rule will be fined 100 yuan ($15.9) and lose three points from their driver’s license.
In addition, the traffic department of Harbin has issued advice encouraging people to take public transport to the night market.
