In order to introduce foreign educational resources and promote exchange and cooperation, Sanmenxia Polytechnic began making preparations for the establishment the School of International Communication and Cooperation in December 2009. After a year, the school signed cooperative agreements with renowned foreign colleges and universities such as Southeast Missouri State University, Southern New Hampshire University, Teesside University and the Auckland Institute of Studies. The schools will work together on nearly 30 majors.

In April, 2010, the institute opened three new majors: electromechanical integration technology, with cooperation from Teesside University, as well as bio-pharmaceutical and architectural engineering technology majors, with cooperation from the Dundalk Institute of Technology. The institute began enrolling students in September 2010.

In June 2010, the School of International Communication and Cooperation was officially established. It has a foreign affairs office, teaching management office and recruitment office.

In April, 2011, the institute opened another new major: accounting computerization, with cooperation from Teesside University.

The School of International Communication and Cooperation offers IELTS training by a team of professionals and language courses by professors in foreign colleges. It also assists students who want to study abroad.

So far, the School of International Communication and Cooperation has sent two groups of students to the College of Szolnok in Hungary. The students have proved their diligence by representing the college in exchange activities in France and Italy.
