Harbin self-service social security kiosk to deliver face recognition

A self-service kiosk handling the social security needs of Harbin residents is expected to begin offering facial recognition by the end of this month, according to Harbin Human Resources and Social Security Bureau.

Retirement insurance certifications and unemployment insurance claims can already be processed at the self-service kiosk. Soon customers will also be able to use the Zhihui Renshe app to receive life insurance certification via a mobile device.

The app offers facial recognition for logins, not only improving security but alos rendering previous login methods – such as registration, passwords and SMS verification – near-obsolete.

As long as insured individuals handle their social security cards and perform all information collection, they can log in to their Zhihui Renshe account at the kiosk. Once logged in, the program will query relevant personal information on the insured through their ID number, integrating it into the personal portfolio section. 

The self-service kiosk has so far been applied to two levels of urban social security agencies. With the manufacturer working overtime to further test and produce enough units, the kiosks will cover the city’s various communities by the end of this month. Citizens will also be able to apply for survival certification at the kiosks.

The kiosk’s facial recognition function is in its test phase. The rate of accurate face recognition has now passed 97 percent. 

The social security self-service kiosk is a key project of the“Internet + human resources and social security services”program of the Municipal Human Resources and Social Security Bureau which was developed to ease the pressure of congested service windows.

The bureau will create an Online + Offline service channel for “Integrated windows + online service + self-service terminal + mobile phone App”with the help of the kiosk and app, integrating traditional office services and an online service platform. The standard service window will be connected with the online service platform, providing clients with more personalized service.

In January of this year, Harbin’s municipal social insurance agency issued a special notice to insured persons who had not achieved survival certification, instructing them to bring a second-generation ID card and social security card to their nearest local community authentication service network station or to their local social security office. After then demonstrating qualifications and being issued with a certificate, residents will automatically receive in the following month any payment missed due to suspension.
