Several Shanghai delegates to the 13th National People's Congress had an online discussion about business environment optimization with internet users on March 7.
Chen Mingbo, director of the Shanghai Municipal Commission of Economy and Informatization, said that the key issue of business environments is how to properly handle the relationship between government and markets.
Zhang Bencai, procurator-general of Shanghai People's Procuratorate, said "The business environment requires the support of institutional supply."
Cao Liqiang, Party secretary of Shanghai's Putuo district, considered that it is necessary to roll out measures to eliminate restrictions on new economic development and to optimize the business environment. The government should be a good "waiter" for local enterprises and should take convenience, speed, and service into consideration when making policies.
Tang Liang, chairman of Ossen Group, agreed with Cao's remarks of being a good "waiter" and added that government should grant whatever is requested and not fuss when nothing happens.
Xu Zheng, Party secretary and chairman of Shanghai Construction Group, thought that business environment optimization also requires efforts by enterprises themselves. Local enterprises should run legally and with integrity and improve their management.
