Shanghai ranks top in granting R-visas to foreign experts

Shanghai has issued the "foreign high-end talent confirmation letter" to 52 high-profile foreign experts since Jan 1 when the policy took effect, the highest number across the country so far.

Among the receivers, two won the China International Science and Technology Cooperation Award in 2017. Six once served as head or academician at overseas research institutes. Five were professors at top-rated overseas universities. Six have been selected into various talent programs. Three are post-doctorate researchers, and two others are senior managers at foreign-funded R&D centers. Another 28 are top managers hired by local tech companies and institutions.

Those holding the foreign high-end talent confirmation letter are eligible for a five to ten year valid multiple entry foreign talent visa, also known as an R visa, available at Chinese embassies and consulates overseas. The visa allows its holders to stay in China for successive periods of up to 180 days. Their spouses and minor children can get the same visa.

The policy, jointly launched by the State Administration of Foreign Experts Affairs, the Ministry of Foreign Affairs and the Ministry of Public Security, is expected to attract more foreign talents to participate in Chin's economic construction.

Shanghai, selected among the first batch of pilot cities, has worked on improving its talent services. For instance, it has cut down the approval period for the foreign high-end talent confirmation letter from five workdays to three, greatly improving work efficiency.
