Shenyang gets province’s 1st national HR service industrial park

Shenyang has started to establish the first national-level human resources service industrial park in Northeast China’s Liaoning province, in a bid to serve supply-side reform and economic structural adjustment in the city, as well as boost the transformation and upgrading of Shenyang’s old industrial base.

According to information from a seminar held in Shenyang on March 5, the industrial park will settle in Tiexi district, home to a national equipment manufacturing cluster.  

It will consist of a human resource market integrating information collection, release, recruitment and negotiation, as well as data statistical analysis; four service centers involving pensions, medical insurance, and civil affairs; and five centers conducting commercialization of scientific achievements, skilled worker training and identifying professional abilities.

Tiexi district has already bought the “2025 Innovation Building” for 384 million yuan ($60.5 million) to serve as the office building of the industrial park. Currently, the interior decoration of the building is under way, and it is scheduled to be put into use by the end of August.

Meanwhile, Shenyang industrial park signed a strategic cooperation agreement with its counterpart in Hangzhou, East China’s Zhejiang province on March 5.

Over the next few years, the industrial park plans to introduce around 200 businesses and set a target of generating annual industrial value of 10 billion yuan.
