Hunan starts vehicle repair real-name registration system

A real-name registration system of motor vehicle repair services was comprehensively implemented in Central China's Hunan, said the public security authority of central-southern Hunan province on Tuesday. 

"That means those who send vehicles for repair should show their identity cards and vehicle travel licenses to vehicle repair shops. And repair service providers will check those cards and upload the information into a provincial-united data system," said Wu Jupei, deputy director of the Hunan Provincial Public Security Department. 

"The information includes the details of vehicles, vehicle owners and people who send them for repair," he added. In the past, that information was not necessary. 
According to Hunan's public security department, the repair service providers will be fined 500 yuan to 3,000 yuan ($79 to $475) if they don't collect and upload information. 

"The number of motor vehicles in Hunan has reached 12.07 million so far, but illegal criminal activities, including stealing cars, using fake plates and causing traffic casualties and escaping, sometimes happen," Wu said. "The new registration system aims to fight against that." 

The information-uploading system software is offered to repair service providers freely. China Construction Bank's Hunan bureau is now equipping all repair service providers with the intelligent terminals that can recognize identity cards, read car plates and collect and upload information. 

According to Wu, real-name registration started on Jan 1. Since then, 6,905 repair service providers have joined the system and over 170,000 reports of vehicle repair information have been collected.
