Zhongguancun lures foreign talents with more inclusive policies

Twenty policies were launched on Feb 27 to deepen the reform of talent management in Zhongguancun Science Park and construct a talent introduction mechanism with international competitiveness.

The document was released by Beijing Municipal Government, with joint efforts of the CPC Central Committee Organization Department, Ministry of Science and Technology, Ministry of Public Security, Ministry of Human Resources and Social Security and China Association for Science and Technology.

These measures will primarily promote reforms on four aspects, including facilitating the entry and exit of foreign talents, opening up the introduction and use of foreign talents, supporting foreign talents to start their businesses and enhancing service security of foreign talents.

Li Shixin, deputy minister of the Beijing Municipal Party Committee Organization Department, said that these policies were launched in Zhongguancun to stimulate talent vitality with policy dividend, and build it into a talent port with a solid development environment, high-end intelligence gathering, and booming innovation and entrepreneurship, to further enhance Beijing's international development of qualified personnel.

The new policy will allow high-level Chinese talents' foreign spouses and children to apply for permanent residence through Zhongguancun programs.

Zhai Lixin, director of the Zhongguancun Science Park, said that Zhongguancun will act as a pilot field of the new policies and continue to be the pioneer in talent introduction reform.
