With a leading and exploratory role in deepening administrative reform, Changchun New Area is committed to accelerating the improvement of its service modes, expanding service types and levels and striving to create a first-class government and business environment.

In July 2016, Changchun carried out comprehensive reform of its services, intent on developing a one-stop review and approval model and one-window service procedures. The New Area thoroughly implemented administrative reform with remarkable effect.

To date, there have been 586 administrative reviews and approvals under the new system. They are now connected and operational within the network. Government affairs service centers at all levels have completed 32,967 items.

In addition, Changchun New Area launched a "once and for all" comprehensive reform using the reform experience of Zhejiang Zhoushan Islands New District. It took the views of the public and enterprises as the fundamental starting point for further deepening of administrative examination and approval system reform, streamlining of administrative and institutional decentralization, and standardization of administrative procedures.

In March, more than 40 percent of the new area's approval items will be completed under the "once and for all" service mode.

By the end of June next year, more than 90 percent of specific items or links in the new area will be achieved that way.

With the gradual implementation of the reform, Changchun New Area strives to be the region with the highest work efficiency, the best examination and approval process, the best development environment, the best service quality and the highest level of public and commercial satisfaction.
