The Cirrus Project of Zhongguancun Science Park has found the first country, Malaysia, with which it can share a common market to advance the Belt and Road Initiative.

Malaysian company Anbound Consulting, the first transnational independent think tank, signed a strategic cooperation agreement with Zhongguancun's Belt and Road Industry Promotion Association (ZBRA) in Kuala Lumpur, Malaysia, on Jan 24.

The agreement provides that Anbound will introduce Zhongguancun's Cirrus Project to Malaysia and help local undergraduates to find internships in Zhongguancun.

The Cirrus Project, launched by ZBRA, aims to provide talent resources for hi-tech Chinese enterprises, products and programs going global, as well as to attract foreign talent by offering internships and training at enterprises at Zhongguancun, said Zhang Xiaodong, director of ZBRA.

Hu Luming, chief delegate from Anbound's Malaysian R&D Center, said that Malaysia and China have developed a close economic partnership in trade, education, and science and technology.

Hu said that the introduction of the Cirrus Project will bring more opportunities for local youth to learn skills, especially pertaining to China's advanced internet development.

Zhang Xiaodong said that with the advancement of the Belt and Road Initiative, Chinese companies' demands for talents from participating countries have also been on the increase.

There are more than 7,000 high-tech companies in Zhongguancun Haidian Science Park, said Huang Ying, deputy director of the park, "Many are in urgent need of international talent for their overseas expansion."

The project will reach more than 10,000 international students in five years and help more than 1,000 students establish close contact with local companies.

In January, China dropped the work experience requirement for foreign postgraduates and allows foreign students with a postgraduate degree or higher from Chinese universities to be employed within a year after graduation.
