Ten words to summarize Xiamen's targets in 2018

How to offer a better life for local residents and maintain a steady economic growth in 2018? The question was answered by Xiamen's mayor Zhuang Jiahan in his government work report on Jan 6.

The report was made at the Second Session of the 15th Xiamen Municipal People's Congress held at the people's hall of Xiamen, south China's Fujian province, outlining the targets set by the local government to ensure 2018 to be a prosperous year for the city.

Ten keywords can summarize the city's targets in the New Year.

1. Municipal transportation

Improve the service provided by subway line one, complete the main structure of subway line two and accelerate the construction of three other subway lines.

Improve the two ring roads and eight main arteries and start to construct Yang'an airport.

2. Environment management

Build a sponge city of 25 square kilometers. A sponge city is one that can hold, clean, and drain water in a natural way using an ecological approach.

Accelerate the construction of a kitchen waste disposal plant and the second phase of a waste incineration power plant.

Renovate eight sewage treatment plants and establish two other such plants.

3. Education

Build 20 kindergartens and 20 schools of compulsory education.

Support state-owned enterprises in establishing high-quality and low-cost kindergartens and attempt to extend the school hours of public kindergartens.

4. Medical treatment and elderly care

Start establishing two new hospitals with additional 4,000 hospital beds, and put into use three hospitals and a group of community healthcare centers.

Establish 39 old age homes in the village and day care center in the community and 15 demonstration communities of smart cares for the elderly.

5. Market and administrative reform

Accelerate the construction of the social credit system, improve good faith file and market exit mechanism.

Release the service list of “at most one visit” or “no visit” for administrative procedures, improve offline and online administrative services, and add a 24-hour self-service.

6. Exchanges with Taiwan Accelerate the construction of a Straits visitor information center and Wutong passenger port, a convenient transport to Taiwan and establish a pilot Fujian-Taiwan yacht comprehensive service area.

Organize the 10th Cross-Straits Forum, further improve non-governmental exchanges by culture industry fairs, book fairs and art festivals, and develop a group of cross-Straits youth startup bases.

7. Housing construction

Accelerate the construction of housing for low-income families and ensure a healthy real estate market.

8. Innovation and startups

Establish a group of high-tech business incubators and maker spaces. 49 billion yuan ($7.4 billion) is expected to be invested in such industries.

9. Free trade zone

Improve the efficiency of cross-border trade, accelerate the construction of a one-stop aerospace maintenance base, and promote the development of new industries, such as finance leasing.

10. Cultural industry

Accelerate the construction of libraries, cultural houses, and art centers of Minnan opera.

Build a central city of regional sports events, organize China-ASEAN film festival and other film and television activities, and focus on anime games, creative design and art shows.
