Eight foreigners received their permanent residence identity cards in Changchun, capital of Jilin province, on Dec 5.
Zhang Ke Jack, a Chinese-American and top-talent expat in China FAW Group, was the first foreigner to receive a long-term residence certificate in the city.
The issuing ceremony is a result of Changchun's seven exit and entry policies issued on Dec 12, which focus on attracting high-level foreign talents to Changchun New Area.
Ipatenkova Yuliai, a Russian graduate of Northeast Normal University, obtained a five-year residence permit for personal affairs (entrepreneurship) at the ceremony.
During her college years she was awarded several honors for her outstanding performance in cultural transmission and after graduating she started her own businesses in Changchun.
He Kai, a Colombian businessman in Changchun, was the first to obtain a five-year residence permit for working.
As a sales director at a medical technology company, he has worked in Changchun for six consecutive years without violating any law or regulation.
"We will provide more convenience to talented foreigners in the future in order to attract more to Changchun," Hu Jiafu, secretary of the Political and Legal Committee of Jilin, said at the ceremony.
"It will greatly promote the development of Chang New Area," he added.
