Foreign resident policies boost development of Changchun New Area

A presentation ceremony of the permanent residence permits for foreigners in Changchun was held in the Changchun Public Security Bureau on Jan 2. Eight foreigners received their residence permits in the ceremony.

The ceremony marks successful implementation of the seven exit and entry policies issued on Dec 12, which focuses on attracting high-level foreign talents to Changchun New Area.

Leaders of the Changchun Public Security Bureau, represented by its director Hu Jiafu, who is also a member of the Standing Committee of the CPC Provincial Committee of Jilin and Secretary of the Political and Legal Committee of Jilin, and representatives of universities and enterprises of Jilin as well as representative of students and experts working and living in the area took part in the ceremony.

Hu issued the residence permits to the qualified foreigners under the new policies.

Zhang Ke Jack, a Chinese American, was the first foreigner to obtain the permit. As a senior technical director of the research institute of FAW Group, a automobile giant in China, he is recognized as a high-level foreign talent.

He Kai, a Colombian businessman in Changchun, was the first to obtain the valid five-year residence permit for working. A sales director in a medical technology company, he has worked in Changchun for six consecutive years without violating any law or regulation.

Xia Xuan is another residence permit recipient. After graduating from Northeast Normal University, Xia Xuan started his own businesses in Changchun and was given a residence permit for personal affairs (entrepreneurship).

During the ceremony, the visa application service hall for foreigners in Changchun New Area unveiled its nameplate.

Hu Jiafu said that the new policies provide easier access for talented foreigners so that they can contribute to the economies of Changchun and Jilin province.

He added that within three years there will be more than a thousand high-level foreign talents in Jilin and they will then enjoy a better environment for entrepreneurship and innovation.
