How to Register with the Customs Office

Foreign-funded enterprises (including enterprises funded by overseas Chinese and compatriots from Hong Kong, Macao and Taiwan), representative offices of foreign enterprises and the preparatory office of Sino-foreign joint ventures shall register with the Xiamen Customs Office before they engage in any import and export activities.

In order to obtain the Registration Certificate for Self-conducted Customs Clearance, foreign-funded enterprises shall submit the following documents:

1. Application form for registration of self-conducted customs clearance;

2. The enterprise's registration form;

3. Approval documents for the establishment of the enterprise issued by the Foreign Investment Bureau;

4. Photocopy of the approval certificate issued by the Foreign Investment Bureau;

5. Photocopy of the duplicate copy of the business license;

6. Photocopy of the duplicate copy of the State Taxation Registration certificate;

7. Photocopy of the legal person code certificate;

8. For foreign-owned enterprises: photocopy of the Investment Application Form (the photocopy shall be sealed on the perforation by the approving authority); For joint ventures and cooperative businesses: photocopy of the contract (sealed on the perforation by the approving authority);

9. Photocopy of the articles of association (sealed on the perforation by the approving authority);

10. Photocopy of the feasibility study report (sealed on the perforation by the approving authority);

11. Photocopy of the confirmation of the enterprises funded by overseas Chinese and compatriots from Hong Kong, Macao and Taiwan in Xiamen, issued by the approving authority;

12. Materials concerning the financial and accounting system of the enterprise and bookkeeping related to import and export (including the general ledger and subsidiary ledgers of fixed assets, sales and stock), and the names of the financial matters (with a personal seal). When there are any alterations in the above motioned materials, the enterprise shall inform the Customs within one month;

13. Certificate of Property Rights and the red-line print. If the workshop is leased, the enterprise shall submit the lease agreement contract, the Certificate of Property Rights and the red-line print of the lessor;

14. Photocopy of the application form to open a bank account and the certificate of the deposit (both the RMB account and the foreign exchange account)

15. Guarantee of the enterprise to pay relevant fees and taxes;

16. Fill out the information sheet for the enterprise executives, the application form for a customs clearance seal and the name and address sheet for further contact information.

Note:

Enterprises shall provide one copy of each of the following financial statements (for the previous year, reported before April 30), to the Customs. These statements will be examined annually:

1. Balance sheet

2. Profit and loss statement

3. Sales profits from imported goods (loss statement)

4. Sales profit from exported goods (loss statement)
