Ningbo in East China's Zhejiang province released a new policy on Dec 25 to attract high-caliber talent to start businesses in the city.
Ningbo initiated the "3315" Program in 2011, aiming to introduce talent from overseas. The name "3315" indicates the recruitment plan of the city: 30 members of Thousand Talents Program, a national recruitment program for overseas experts, 300 overseas professionals listed in Zhejiang's recruitment plan, 1,000 talents on the city's recruitment list and 5,000 reserve talents from abroad
The new policy is an innovated and upgraded extension of the "3315" Program.
It will focus on the startup teams in the fields of advanced manufacturing and the intelligent economy, including new materials, high-end equipment, biomedicine, clean energy, automobile, graphene, integrated circuits and the internet of things.
The policy states teams that accord with the city's development orientation and have an investment of at least 3 million yuan ($458,204.15) from private capital will possibly be offered financial support from the government, up to a maximum of 20 million yuan.
The private capital from investment agencies and individuals plays a vital role when the government reviews a project and a team, an innovative highlight of the policy. It means Ningbo will pay more attention to the market, instead of the experts' suggestions.
For those with excellent prospects, the city will give special consideration and the financial support won't have a ceiling.
