The Changsha National Biomedical Industrial Base Park was first established in January 1998 as per the approval of the provincial government. The planned area of the base is 13.4 square kilometers. The base is 35 kilometers away from Changsha and 25 km away from Liuyang.
For the past eight years, Liuyang has financed the construction of the park and the construction of professional medical services. Over 110 pharmaceutics companies and 80 auxiliary companies have been introduced to the base with a total investment of 4.6 billion yuan ($698 million). In 2006, the park realized an industrial output value of 5.13 billion yuan and revenues of 307 million yuan. In 2007, the output value exceeded 7 billion yuan and revenues 500 million yuan.
The medical industry of Hunan has moved from a ranking of No 22 in 2001 to No 16 at present, and the base has become the largest biomedical park in China's central and western regions. The base is the only medical park under the collaborative construction of the United Nations Industrial Development Organization in China and is a Torch Plan Base of the Ministry of Science and Technology, medicine export base of the Ministry of Commerce, a key project of the Hunan provincial government and one of ten benchmark projects in Changsha.
