Guangdong is vigorously developing its "Guangdong Service" featuring producer and consumer services.
Producer service industry
The producer service industry focuses on developing headquarters economy, financial services, modern logistics, science and technology services, business services, emerging information technology services, e-commerce, cultural creativity and design services, service outsourcing, etc. Guangdong aims to build the headquarters economic development carrier to speed up the development of Guangzhou International Financial City, Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, Sino-German (Foshan) Industrial Services Zone, and Zhuhai Shizimen Central Business District. The province strives to develop its financial industry so that by 2020, the financial industry will account for 9 percent of the local GDP. The development of modern logistics industry will be accelerated with focus on growing third party logistics (3PL) and 4PL, cold chain logistics, express logistics, and supply chain management. Pilot projects of standardized logistics services will be implemented and the establishment of modern logistics public information platform and standardized logistics system will be pushed forward. National mobile e-commerce pilot projects will be set up. Intellectual property service industry will be developed. Service outsourcing pilot cities and parks as well as supporting production service centers in line with advanced manufacturing bases (parks) will be established.
During the "13th Five-Year Plan" period (2015-20), Guangdong will form the "One Circle and Three Belts" as the layout of its producer services. "One Circle" refers to the core area of the service in the Pearl River Delta region, while "Three Belts" indicates the industrial belts reaching out to the eastern, western and northern parts of Guangdong.
Consumer service industry
The consumer service industry is developing towards high quality and refinement. Guangdong is speeding up the development of services in sectors including business and trade, health, domestic economy, tourism and sports.
