More overseas talents from all around the world, bringing their innovative and entrepreneurial programs, are gathering at the old industrial base in Jilin province.

Several innovation and entrepreneurship road shows had been held in Changchun, capital of Jilin province in this past year, and many projects had been settled in the city.

In early November, a seminar on international cooperation among innovative talents in Changchun and Silicon Valley attracted program groups whose founders are graduates of Stanford University and the University of California.

In addition, sixty teams with global high-end talents were attracted by an innovative and entrepreneurial competition for overseas talents held in Changchun in June.

The international innovative programs brought to the area involved artificial intelligence, bio-medicine, electronic information, flight manufacturing and new energy products, all of which integrate well with the current industrial growth in the province.

Zhang Lihua, who used to work as research and development manager in Intel and Qualcomm, said although Jilin province is facing an economic downturn compared to cities like Beijing, Shanghai and Guangzhou, the province has a profound technological and research base and positive industrial advantages.

"The entrepreneurship cost in Jilin is also lower than that in those metropolises," Zhang added.

Local governments work hard to offer preferential policies to encourage international advanced programs to settle in the province.

Sun Shouye, head at the Foreign Expert Office of the Changchun Human Resource Bureau, said "Government should support overseas talents with international views and professional backgrounds who bring innovative programs benefitting people as the settlement of such projects can accelerate the revitalization of NE China."
