To tackle smog, bring back blue skies and improve air quality, cars in Sanmenxia's downtown will be restricted based on an odd and even number rule as of 0:00 am on Nov 19 until 0:00 am on Dec 31. Big trucks will also be forbidden on some city center roads.

The zones with vehicle restrictions include all the roads in Hubin District and the Economic and Technical Development Zone, specifically those north of Shanzhou Road, west of Railway Station Square, east of Yellow River Wetland Park and south of the east and north ring roads.

During this period, motorists with odd-number plates will be allowed to drive on odd-number days and motorists with even-number plates will be allowed to drive in even-number days. Military vehicles, police cars, public vehicles, ambulances and nonlocal minicars are not affected by the restriction.

Those flouting the restriction face punitive measures. Within the first week police will take photographs and give oral warnings to the offenders. In subsequent weeks offenders will face a fine of 200 yuan according to Article 57, Section 8 of the Road Traffic Safety Regulations of Henan Province.
