Shenyang Huishan Economic and Technological Development Zone (沈阳辉山经济技术开发区) was established in Shenbei new district in Shenyang in 2002. Approved as a province-level economic development zone in 2006, it officially became a national economic and technological development zone in January 2013 and now covers 89.8 square kilometers.

The zone is expected to be an ecologically minded industrial town and a science and technology center, whose purpose is to build a strong agricultural deep-processing base focused on dairy, livestock, poultry, grain, oil feed, and fruit and vegetable processing, as well as seed businesses and product logistics. The zone's agricultural logistics industry is nationally renowned and provides products for more than a dozen other countries including United States, Japan, South Korea, and Russia. Its output value is almost half that of Shenyang's, making it China's largest agricultural product deep-processing base.

The zone hosts more than 200 scientific and technological enterprises creating at least 20 significant developments each year, and more than 100 demonstration and promotion bases on more than 66,000 hectares of land. It has complete infrastructure for water, power, gas, heating, and sewage treatment to meet the demands of rapid industrial and residential development. It also houses investment and finance services to better cater to its existing enterprises. The zone has financial institutions to fund and guarantee enterprise development, as well as bonding companies, a credit association, and a development and venture capital base to support the development of enterprises.

The zone welcomes enterprises from China and abroad, and invests in green, low-carbon projects with strong technical foundations, while enjoying the added value of industries such as bio-pharmaceuticals, agricultural deep-processing, modern agriculture and ecological tourism.
