Shanghai's Pudong New Area recently announced an action plan to develop itself into a core functional area of the Shanghai International Scientific and Technological Innovation Center by 2020.
The plan concentrates on two regions – Zhangjiang and Lingang, turning Zhangjiang into a world-class science city that houses an abundance of key scientific facilities, and developing Lingang into an intelligent manufacturing hub.
Five supportive systems are planned to be built: including a technological achievements transfer promotion system to encourage scientific innovation; a high-end and innovative industrial system prompted by technological revolution and industrial reform; a talent resources system with global competitiveness; an improved scientific and technological innovation system; and an improved sci-tech innovation service model and service system.
Local R&D institutions, hi-tech companies and high-profile experts are viewed as major forces for Pudong's scientific innovation. The number of R&D institutions is expected to increase to over 600 by 2020, hi-tech companies to more than 1,800 and high-profile experts to over 600.
