A special pre-dawn operation every morning from 5 am to 7 am aimed at strengthening traffic control of pedestrians and non-motorized vehicles was recently initiated in Shenzhen.
Up to 6 am on Oct 19, 502 traffic violations of pedestrians and non-motorized vehicles were cited and 257 lawbreakers were brought back to the stations for reeducation. Over 400 police forces, united into 126 teams, are allocated to this operation every day.

Those brought back to the stations face six steps of reeducation: traffic safety talks and video presentation, visiting of display boards, an advisory letter, a warning ticket, and finally, a set breakfast.

According to Shenzhen traffic police, it's shared bikes that are causing new traffic chaos. To address this situation, the traffic police department has joined hands with every shared bicycle enterprise to develop new approaches — accounts with a one-time traffic violation will be frozen for a week, and those with three, for a month.

"Only by improving personal safety awareness can traffic violations be fundamentally eliminated. To obey the traffic rules is not only for one's self but also for the whole family," said a Shenzhen traffic police officer.
