Mayor Xiao Shengfeng inspects Dalian Area of China (Liaoning) Pilot Free Trade Zone

On Nov 2, Mayor Xiao Shengfeng inspected Dalian Area of China (Liaoning) Pilot Free Trade Zone.

He addressed that the construction of Dalian Area of China (Liaoning) Pilot Free Trade Zone was based on the decision made by the Party central committee and the State Council, which was also a major action to deepen reform and opening–up. With the guidance of the 19th National Congress of the Communist Party of China, Dalian should make further efforts to implement the construction of Dalian Area of China (Liaoning) Pilot Free Trade Zone. Leaders should enhance the awareness of responsibilities, make attempts with no fear and conduct rectification with higher standard to boost the action and create a new horizon of the reform and opening-up. Lulin, Wangqiang and other persons in charge of relevant departments attended the inspection.

Located at Dalian Area of China (Liaoning) Pilot Free Trade Zone, Dalian industrial park of financial service has been invested 1.5 billion yuan, aiming to create a professional industrial park of financial service with the targets of providing financial back-end service, innovating financial service and conducting scientific study. A host of companies, including Dalian Bank and Datong Securities, have signed cooperative agreements with the park. Xiao asked questions on park construction and project introduction. He requested that the park should seek opportunities, take advantages of policies, make efforts to gain investment, develop new financial industry and enhance financial service. The construction of a high-end industrial cluster of service industry with finance as its core should be accelerated to create a platform of international financial service. At Detai Innovation and Entrepreneurship Park, Xiao inspected the working progress and required that the park should further clear its functional orientation and realize quality and profitable sustainable development.

In order to quarantine imported timber in an environmental, high-efficient and low-cost way, Liaoning Entry-Exit Inspection and Quarantine Bureau and Port of Dalian have jointly developed a dielectric heating technology based on homogeneous radiation of high power microwave, which has been applied for scientific and technological achievement appraisal to General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China. At Senlida Imported Timber Trading Centre, Xiao inspected the equipment and required that this technology should be used to shape an innovated platform of quarantine service. The accumulative effect of imported timber resources will be formed to create an industrial chain of timber import, processing and export. At the bulk cargo distribution centre of ore stockpile, Xiao inspected the mixed-ore service and listened to reports of customs and inspection and quarantine department on supervision measures. Xiao finally thanked relevant departments for their efforts.

Xiao addressed that opening-up is the biggest advantages of Dalian. Dalian has realized great development through opening-up and, over time, will create a bright future with an open posture. With firm confidence and practical actions, Dalian will boost open economy with higher level and gain remarkable achievements in the area. This area will win initiative of economy development and international cooperation by expanding opening-up. The park will learn advanced experience and measures of other origins and promote innovated insinuations of Shanghai Free Trade Zone (China). Taking institutional innovation as the core and companies as entities, the park will advance the construction. The investment management system with negative list management as its core should be implemented. The "single window" platform on affair handling will be carried out to improve liberalized investment. An international trade supervision and management system with the highest standard should be set up to promote the construction of the "single window", implement classified cargo supervision of special supervision zones, innovate supervision pattern of bulk commodities and advance trade facilitation. At the same time, the area will carry out financial innovation, deepen opening-up and establish administrative control institution in accordance with open economy to actively promote finance internalization and management modernization, gaining a host of innovated institutional achievements with Dalian's characteristics and promoting Dalian Area of China (Liaoning) Pilot Free Trade Zone to achieve new results.
