A Plan of Action for Jinwan District Constructing a Healthy City (2017-20) was initiated on Oct 16 to create a good-health environment, improve daily life, and guarantee care services in complaisant villages and towns. The plan was announced at a Public Health & Family Planning Meeting called to elaborate policies and empower relevant departments.
By 2020, two towns and 21 villages will be demo communities under the Healthy Cities initiative with expectations of full development of health: ecology, living, and security systems, according to the long-term goal.
According to plans, the next three years will see a health-oriented social and ecological civilization arise. The focus will be on healthcare, food, housing, transportation, sports, and education.

Healthy City construction will start at the grassroots level. Toward that end, Jinwan issued a Construction Plan for Healthy City Cells Project (2017-19). Focusing on communities, units and locations, work will be conducted in healthy "cells" including communities, organizations, schools, hospitals, hotels, restaurants, scenic spots, shopping malls, marketplaces, enterprises, and families in conjunction with New Countryside construction.
By 2018, the district is to have a batch of healthy "cells" and at least one healthy town to serve as an inspiration and model, announced the local government.
Through implementing 36 construction indicators across nine aspects, the intent is to ultimately benefit residents with improved health literacy and conditions.
