A Super-Department Reform is being implemented by the city government to improve public service. Zhuhai city- and district-level urban management units will be integrated, according to the implementation plan on enforcing urban laws.
Restructuring involves public utilities, environmental sanitation, landscaping, urban administrative and law enforcement, and other functions with institutional names. This is to be achieved by the end of September to ensure accountability and improved safeguards.
By 2020, laws, regulations, and criteria regarding urban administration and comprehensive law enforcement will be in place. It is to provide highly efficient public services and high-performance urban governance with citizen satisfaction.

The urban law enforcement reform also involves new ways to govern. For example, digitalized urban management will be upgraded to data-smart city administration, based on merged city- and district-level functions. It will combine public service information, public facilities, and fundamental data regarding population, traffic, energy resources, and construction.
Utilizing satellite remote-sensing technology and unmanned aerial vehicles, the system is designed to achieve the goal of "five-in-one" -- perceiving, analyzing, servicing, commanding, and supervising, a government official explained.
