5G to carry Zhuhai gov't to higher technical level

Fifth-generation mobile networks (wireless systems), or 5G, will be developed and applied by 2020, the city government states in this month's Zhuhai Smart City Action Plan 2016-20.

By 2020, the proportion of manufacturing enterprises above designated size with intellectualized reconstruction is to exceed 70 percent. The Smart Industrial Promotion Center intends to attract and support 100 upstream and downstream firms and generate 5 billion yuan ($735 million) in localized output value.

The action plan sets goals for 2018 as: overall arrangement for smart city construction; establishment of an industrial ecological foundation; comprehensive enhancement to the city's perceptual basis, digitization and IT development capability, and broadband network; and construction of a multi-cooperation mechanism.

The overall objective is to enhance the data-driven government management, public service, culture and sports, health care, and new-generation information technology. It also includes dynamic industry innovation and completion of innovation accumulation area construction. It aims to realize real-time visible urban operations, support of governance data, convenient information accessibility, and locally guided information economy.

According to the development ideas and overall objective, the action plan raises 31 primary missions in five major projects. These cover infrastructure's perceptual ability, smart town governance, smart people-benefit public service, smart industrial ecological convergence, and intelligent transportation perceived service.

As for smart green ecological environment, the rate of key enterprise pollution discharge intelligent monitoring and perception coverage will reach 80 percent, and garbage classification intelligent monitoring will be 30 percent by 2020. More than a thousand buildings will use energy consumption monitoring platforms by then.

The action plan also stipulates goals of 60-percent real-time vehicular traffic speed collection, 90-percent city government review and online approval procedure handling, and 80-percent resident electronic health record coverage rate up to 2020. All data files for travel agencies, tour guides, and national A-level scenic spots should have electronic versions by the end of the action plan period.
