The Hengqin New Area High-Level Talents Service Center opened during ceremonies on June 29 to enhance services for and to attract more and more high-quality entrepreneurial scholars.
Concurrently, 28 experts under the Thousand Talents Program visited Hengqin and took part in the conference in Macao-Hengqin Youth Entrepreneurship Valley (Inno Valley HQ). Thousand Talents was created in 2009 to recruit persons holding full professorships from prestigious institutions or senior roles in prominent organizations. Those selected receive titles, high salaries, and visa privileges.
The Service Center was established by the Hengqin Party-Masses Work Department, Hengqin Bureau of Commerce, Macao Affairs Bureau of Hengqin New Area, and Hengqin Financial Investment Co. It demonstrates the innovation achievements of high-caliber personnel in Hengqin and promotes talent exchanges and collaboration.

The service center will also implement support policies and material benefits for the high-level talents and the projects imported to Hengqin. It will provide talents with diversified, multi-channel, and highly efficient professional assistance in terms of financial services and preferential policies consultation. Furthermore, the center will introduce high-level talents, including Thousand Talents experts and industry leaders, to unite and serve talents from home and abroad.
According to its talent policy, Hengqin startups headed by Thousand Talents scholars will obtain a one-time subsidy of 2 million yuan ($295,200), plus a maximum of three years' rent-free office space. For entrepreneur teams led by academicians from the Chinese Academy of Sciences and Chinese Academy of Engineering, Hengqin will grant a one-time subsidy of 5 million yuan ($738,000).
To date, Macao-Hengqin Youth Entrepreneurship Valley has drawn innovation and entrepreneur projects led by 15 experts under Thousand Talents Plan, and 50 overseas scholars returned from Europe, America, Australia, and Asia including Hong Kong and Macao.
