For tourists and elderly residents, a special card will be produced at a later date which can be swiped to use the service.
The government-run scheme is not designed to compete with likes of ofo and Mobike rather complement those services, according to the Wuxi Public Bike Development Company.
According to the current plan, the second and third batches to be released of the government bikes will be based on big data analysis on how much and where the bikes are being used.
