The local facilities not only reduces the distance people have to trial to submit requests, they also save people's time by allowing them to submit requests for any service through the same center.
Previously, local residents would have to submit requests directly to the government department responsible for providing the service, but the new administrative centers will process requests on any subject and transfer them to the relevant department.
