Shangzhi county included on PPP innovation list

Harbin's Shangzhi county has been included on a list of 43 key cities taking part in innovation related to public-private partnerships (PPP).
The National Development and Reform Commission has issued a circular encouraging innovation in PPP projects in the municipal engineering sector.
The circular urged local governments to promote a batch of key PPP projects with full consideration of the city's infrastructure status and development needs.
Meanwhile, innovations should be made within PPP programs and plans for PPP projects should also be formulated.
Including Shangzhi county into the key innovation cities for PPP projects will greatly boost links between Harbin's spending and private capital.
